Meath CountyCouncil - Choice Based Lettings (CBL) - Quick User Guide 

Step 1

Log in to cbl.meath.ie

Step 2

Enter the username and password as issued to you in your letter ( care to be taken when using the following letters i, l, 0 (zero) and O)

Step 3

The system will prompt you to change your password to one of your choice that you will remember for all future log-ins

Step 4

Once logged in your personal details will appear on screen. Should any of these details be incorrect you will be prompted to contact the office to amend

Step 5

You will also be prompted to add 2 security questions.  This is to assist with any future problems with forgetting your password.

Step 6

Once you have logged in and confirmed your details are correct you can proceed to the “home”page which will show the list of vacant houses that are currently advertised that you are eligible for.

You can now proceed to view the information on these properties and should you wish to express an interest in being considered for a  property  you can “Add to your Basket”

 Step 8

Once  you have any properties in your basket you MUST click on the shopping trolley icon and " Proceed to Checkout" which will mean your expression of interest will be recorded for the property. If you do not complete this step your expression of interest WILL NOT be recorded and you will not be considered for the property.

  • What is Choice Based Letting (CBL)?
     

    CBL is a system that allows housing applicants to express their interest in available Social Housing properties

     
  • IF I REFUSE AN OFFER WHAT HAPPENS
     

    IF YOU REFUSE AN OFFER YOU WILL BE SUSPENDED FROM THE CHOICE BASED LETTING SYSTEM FOR 1 YEAR !!

    1. BEFORE YOU BID ENSURE YOU KNOW THE LOCATION - TAKE A TRIP BEFORE YOU HIT THE CHECK OUT BUTTON
    2. ENSURE IF ITS NOT IN ONE OF YOUR 3 AREAS OF CHOICE YOU ARE WILLING TO MOVE TO THE LOCATION
    3. CHECK EDUCATIONAL PLACES AND MEDICAL FACILITIES


    THE DECISION IS ALWAYS YOURS AS THE APPLICANT. 

     
  • Am I eligible for CBL?
     

    To be eligible for C.B.L., you must be on the Meath County Council’s Social Housing Support List

     
  • If I am interested in a CBL property, what do I do?
     

    Use the username and password we send you to check the CBL website at least once a week to see if you are interested in any of the properties listed.

    If you see a property you are interested in, you should ‘express your interest’. (We will provide a guide to help you use the system)

    If you do not ‘express your interest’, we cannot consider you for that property.

    If your application is successful, we will contact you.

     
  • I have forgotten my password, what do I do?
     

    Should you be unable to re-set your password through the prompts on the system when you log in, please contact one of our Customer Service staff on 046 9097000 or at customerservices@meathcoco.ie, who will be able to re-set it for you

     
  • I have difficulty using the system and do not understand it?
     

    All our Customer Service Staff are fully trained on using the CBL system and are available Monday to Friday 9.00 - 5.00 to assist you in using the system . You can call into any of our offices in

     
  • I do not have internet access to use the system, what do I do?
     

    All our Customer Service desks have a PC for use should you not have internet access where staff can also assist you in using the system. All our Libraries also have pcs and internet access to assist you.

     
  • What Can I see on Choice Based Lettings when I log in?
     

    You will see any available properties on the system

     
  • How do I know if I have been successful on bidding on a house on Choice Based Lettings?
     

    The successful applicant for the house advertised will be notified by letter with a provisional offer. The house will then be marked as "Allocated" on the CBL system

     
  • What happens if other people are interested in the same property as me?
     

    Where more than one person expresses an interest in a property, the property will be allocated to the person highest on our Housing list who has expressed an interest.

    All offers of accommodation resulting from CBL will be subject to our normal Allocations processes including a review of the applicant’s continued eligibility for social housing and Garda & Estate Management clearance.

     
  • What properties will be available using CBL?
     

    CBL will give you the chance to express an interest in a range of residential properties within your bedroom qualification that has been deemed suitable for the size of your household. The list of available properties will be displayed from Tuesday to Monday every week.

    When you login to the system you will only see properties that match your housing need.

    Specially adapted properties and those designated for age friendly will not be advertised on CBL.

     
  • Will I still be offered a house if I don't use the CBL system?
     

    All our general housing allocation are now done through CBL. People may be considered for housing outside of the CBL process if they are Transfer Applicants, in a Disability Category, in OAP/Age Friendly category or in Emergency and Homeless category. All other allocations are now done via CBL and all general housing applicants must use the system to be considered for housing.

     
  • How many houses can I submit a bid for?
     

    You can place one expression of interest in each property displayed to you on the system.

     
  • What happens if I bid on a house and then change my mind?
     

    All properties are live on the system for one week from Tuesday to Tuesday. You can bid or remove your expression of interest anytime within this week, however once the week has passed you cannot withdraw your bid.

     
  • What happens if I refuse a property through CBL?
     

    A refusal of an offer under Choice Based Lettings (CBL) will result in the applicant not being entitled to make a further application (bid) under CBL for a period of twelve months

     
  • If I get a property through this system will I be taken off the housing list?
     

    Yes you will be removed from the housing list as you will be adequately housed.

     
  • What will happen my time on the housing list with CBL? Will I still have the same time?
     

    Your time on the housing list will continue to accumulate as normal. However if you do not express an interest in properties advertised online, you will not be considered for them.

     
  • Will the properties advertised be to the normal standards for letting?
     

    Yes.

    The properties may be advertised before works required to bring it up to normal standards for letting are completed but all properties will be to normal standards before the formal hand over of keys
